With at least a dozen more people reported missing and certain areas remaining inaccessible, Beshear expected the death toll to continue to rise in the state. Local media quoted the governor as saying that it would probably take years for communities affected by the flooding to rebuild again. Kentucky Power says, as of Saturday morning, 16,000 customers are out of power across the state. Beshear has declared a state of emergency for all of Kentucky and called in the National Guard to assist in the hardest-hit parts Thursday, and has also opened three state parks for those who lost their homes to take shelte
